There is a long history of policing through the well-known establishment of the Kotwal in Delhi. The first Kotwal of Delhi Police is said to be Malikul Umara Faqruddin. He come to be the Kotwal at an age of 40 in the year 1237 and was also concurrently allotted as the Naib-Ghibat that is Regent in absence. Due to his honesty and wisdom he had a very long occupation. It is supposed that the Police Headquarters or the Kotwal, was then situated at Rai Pithora Qila or what is called presently as Mehrauli.
